On Saturday, May 4 the Town of Marana, the Marana Chamber of Commerce, the Regional Transportation Authority, and and a collection of Ina Road businesses came together for the Ina Road Celebration Weekend. The event was a celebration of the completion of three major road projects on Ina Road.

The weekend began with a business expo and cake cutting ceremony that included speeches by Marana Town Manager Jamsheed Mehta, ADOT District Engineer Rod Lane, Marana Chamber of Commerce President and CEO Audra Winters, RTA Chair Mike Hammond, and Marana Mayor Ed Honea.

The rest of the weekend saw local businesses host a variety of events, including block parties, concerts, pony rides, and Kentucky Derby Parties.

The Ina Road Interchange project is in its final stages. The bridge that extends Ina over I-10 and the Union Pacific Railroad tracks is completed and the on and off ramps are open. Additionally the Town of Marana and the RTA teamed up to expand Ina west of the freeway to four lanes, which included building two new bridges over the Santa Cruz River. The Town of Marana has also completed the bulk of the work on the Ina Road Beautification Project, which completely milled and repaved Ina Road, added new sidewalks and ADA safety improvements, and added improved landscaping.

UPDATE: Coachline Boulevard Reconstruction Project

Coachline Boulevard Reconstruction Project – Twin Peaks Road south to Silverbell Road and from Twin Peaks Road north to Silverbell Road 

The Town of Marana is currently working on the Coachline Blvd. Reconstruction and Pedestrian Crossing Improvements. The work is being completed by Sunland Asphalt & Construction. 

On Monday, May 6, the contractor will re-open Coachline Boulevard to two-way travel from Silverbell to Armor Crest roads and will also begin the reconstruction of Coachline Boulevard from Armor Crest Road south to Twin Peaks Road. (See map) 

Due to the existing roadway width, this phase of work will require restricting traffic in a one-way (southbound) only configuration between Armor Crest and Twin Peaks roads. Northbound travel along this portion of Coachline Boulevard will be not be permitted. Work is expected to be completed in early June 2019. 

Construction-related issues to be aware of: 

• Northbound turn movements and through traffic at the Twin Peaks and Coachline Boulevard intersection will not be permitted 

• Access to side streets will be permitted from southbound Coachline Boulevard 

• Left turns only (southbound) will be permitted for motorists exiting side streets at Coachline Boulevard 

• There may be temporary side street restrictions while work crews pass in front of them 

• Bicycle traffic will not be permitted through the work area. 

• DO NOT park vehicles in the area of construction. They will be towed at owner’s expense 

• Watch for heavy equipment and large trucks entering and exiting the work area 

• North and southbound travel will be permitted from Silverbell Road to Armor Crest Road (see map – Phase 1)

Work during phase 2 will include: 

• Milling and removing the existing asphalt 

• New asphalt paving and striping 

• Side street paving at “tie-in” with Coachline intersection 

Residents and the traveling public should watch for heavy equipment in and near the construction area. For the safety of you and the workers, please comply with traffic control devices, flagging personnel, and detour signs.

Manager's Message: Ina Road corridor celebrates re-opening

Most of the work on the Ina Road Interchange Project has been completed.

Every month Marana Town Manager Jamsheed Mehta provides a Manager’s Message to the Marana News. This month the topic is the Ina Road corridor.

This weekend, the Town of Marana will welcome the community to the improved Ina Road corridor at the “Ina Road Celebration Weekend” on May 4 and 5. The public will be treated to a kick-off ceremony May 4 at 9 a.m. with Town council and guests from Arizona Department of Transportation, Regional Transportation Authority and Marana Chamber of Commerce, and will be held at the Lowe’s Home Improvement parking lot near the Ina and Thornydale intersection. 

Ina Road Celebration Weekend begins Saturday, May 4.

Businesses will then celebrate with a weekend-long block party, where everyone is encouraged to shop local and support their neighborhood businesses along the Ina Road corridor. I greatly encourage members of the public to join in the celebration as we look on with pride at what this region has accomplished together. 

ADOT’s Ina Road Interchange project involved rerouting local street access away from the interstate in order to reconstruct an entirely new interchange that stretches over both the interstate and the Union Pacific railroad tracks. This eliminated at-grade crossings and widened both Interstate-10 and Ina Road, effectively making the area safer and more accommodating for continued growth. 

The Town’s Ina Road Beautification project was done in conjunction with the Ina Road Interchange project in an effort to improve portions of Ina Road. The repaving project includes landscaping along both sides of the road and in the center median, and adding street lights and traffic signal improvements. Now, when people drive down this corridor, their first impression of our community and businesses will be a positive one. 

Projects such as these are tedious for everyone during times of construction, but the payoff is clear once the dust has settled. Improved infrastructure serves as the literal foundation for a healthy community.  

Marana has experienced a surge in growth in recent years, projecting consistently as one of the fastest growing communities in southern Arizona. In 2018, over 800 new single-family resident homes were built in our community. By our calculations, this means approximately 2,300 new people moved to Marana, bringing our overall population to exceed 47,000 people. 

Marana is a much larger town than it was a decade ago, and large projects like the Ina Road Interchange and Ina Road Beautification Project serve to help support the community we will become in the future. Now, as we end this 2-year construction period, our focus is on revitalizing our affected business community. 

The “Ina Road Celebration Weekend” kicks this effort off with a bang, and I look forward to joining the businesses as they welcome the community back to the corridor.

Traffic Alert: Coachline Boulevard Reconstruction Project

Coachline Boulevard Reconstruction Project – Twin Peaks Road south to Silverbell Road and from Twin Peaks Road north to Silverbell Road

The Town of Marana is currently working on the Coachline Blvd. Reconstruction and Pedestrian Crossing Improvements.  The work is being completed by Sunland Asphalt & Construction.

-On Friday, April 19th, the contractor will begin the reconstruction of Colony Park Drive, from Coachline Blvd. to Weather Hill Drive.  During this work, Colony Park Drive will be open to local traffic only and construction will last approximately 2 weeks, weather permitting. 

-On Friday, April 19th, the contractor will begin the reconstruction of Coachline Blvd., from the Pump Station (north of Oak Stream Road and El Rio Neighborhood) to the low-water crossing on Coachline Blvd. north of Twin Peaks Road, between Idle Wild Drive and Armor Crest Road.  (See map – Phase 1)

Once this northern portion of Coachline is complete, the contractor will begin the reconstruction of Coachline Blvd., from the low-water crossing on Coachline Boulevard, between Idle Wild Drive and Armor Crest Road, to Twin Peaks Road.  (See map – Phase 2). 

Due to the existing roadway width, these phases of work will require restricting traffic in a one-way (southbound) only configuration.  Northbound Coachline Blvd. will be completely closed.  Work on both phases of Coachline Blvd. is expected to be completed in early June. 

Scheduled dates are weather dependent.

Work during these phases will include:

• Milling and removing the old asphalt

• Cement treatment of the subgrade soils

• New asphalt paving and striping

• Americans with Disabilities (ADA) ramp removal and replacement on streets and sidewalks.

Construction-related issues to be aware of:

• Heavy equipment and large trucks during the milling and paving

• Temporary driveway access restrictions while crews are in front of homes and/or businesses.

• Travel lane restrictions and short-term sidewalk closures while ramps and crossing signals are upgraded.

• Please DO NOT park vehicles in the area of construction as they will be towed at owner’s expense.

• Bicycle traffic will not be permitted through the work area.

Pedestrians will be permitted along Coachline Blvd., but be aware of equipment and workers in the construction area.

Residents and the traveling public should watch for heavy equipment in and near the construction area. For the safety of you and the workers, please comply with traffic control devices, flagging personnel, and detour signs.

Traffic Alert: Ina Road

The Town of Marana is nearing the completion of the paving portion of the Ina Beautification Project. The week of April 15 all of the paving on side streets north of Ina Road was completed and mainline final paving for Ina Road will begin the week of April 22. Expect heavy delays of up to an hour near work areas and avoid work areas if possible.

The paving will begin Monday, April 22 and be completed by Friday April 26, 2019 Ina road from Ulene Place to the Canada del Oro Bridge. Construction will begin at 6:00 A.M and continue through 6:00 P.M.

Striping and painting will begin Monday, April 29, but is not expected to cause any delays.

UPDATE - Traffic Alert: Aerie Drive

UPDATE - Due to a construction delay final paving on Aerie Drive will begin on Friday, March 29 and conclude on Monday, April 1.

Aerie Drive  reconstruction will begin on Monday, March 25, 2019 through Monday, April 1, 2019. Construction crews will mill and repave the surface of the road. Expect lane closures and traffic delays.

Traffic Alert: Thornydale Beautification milling update

The Ina/Thornydale Intersection will be milled on Wednesday, March 20./Google Maps

Milling work will begin at the Ina Road and Thornydale Road intersection and adjacent side streets the week of March 18.

Beginning Monday March 18 Meredith Blvd, Firestone Alley, Juniper Road, and Ulene Place will be milled in preparation for final pave.

Oldfather Road will be milled on Tuesday March 19.

The Ina/Thornydale intersection will be milled on Wednesday March 20. Milling on Ina Road and Thornydale Road will happen between 9:00 a.m. and 3:00 p.m. in an effort to minimize impacts during rush hour. Expect heavy delays.

Milling to be done at Ina/Thornydale and on Meredith Blvd.

Milling work on Ulene Pl, Oldfather Road, Juniper Road, and Firestone Alley.

Pavement assessment beginning on Monday, March 18

A van with special equipment will be analyzing Marana roads.

The Town of Marana is committed to having the best possible roads. This goal led to the creation of the Town’s Pavement Preservation Program, which strives to preserve Town roadways on regular basis.

A van will help assess Marana roadways beginning Monday, March 18.

The Town has been collecting pavement condition data and prioritizing project selection for pavement preservation since 2009. Six years ago, the Town created a six-year pavement preservation program.  The program is in its last year of implementation.

As the pavement preservation program was developed in-house, it has evolved over the years to take advantage of advances in computing capabilities as well as changes in pavement preservation philosophy. The most notable latest advancement is the move to prioritize projects based on “life cycle cost concept.” In an effort to best prioritize projects and properly manage resources, the Town roadways will be undergoing a pavement assessment beginning on Monday, March 18. This will not only allow the Town to develop long-term maintenance plans and budgets, but also help guide Town staff into “applying the right treatment, to the right road, at the right time, and right cost.” This will allow the Town to best utilize their resources, while also providing the best possible driving surfaces.

“The pavement assessment will help the Town in initiating cost-effective decisions relative to the “what,” “where,” and “when” in terms of pavement maintenance and rehabilitation,” said Town of Marana Public Works Director Mo El-Ali. “What treatment is cost-effective; where are the treatments needed; and when is the best time to program a treatment?”

Special vans with cameras on the bumper will analyze Marana’s roads.

To conduct the pavement assessment, the Town of Marana will utilize IMS Infrastructure Management Services LLC, to complete a detailed inventory and condition rating of all roadways and collect right-of-way assets. The data will be collected and loaded into an asset management program specifically designed to assist the Town in developing a long-term pavement preservation program.  

The field surveys are completed in two phases using specialized surveying equipment.

The first phase will begin on March 18 and last two weeks. This initial phase will inventory and collect pavement performance data using a device known as a Laser Road Surface Tester or RST. This device measures pavement roughness, rutting, cracking and other surface distresses as it travels down the roadway. It will also be used to collect digital video and Global Positioning Satellite (GPS} information for cataloging right of way assets.

The RST is a one-ton Ford van with 4 inside mounted cameras and GPS receivers and a modified front bumper. Operated by three field technicians, the RST travels at posted speed limits and will survey each roadway at least once.

Coachline Boulevard Reconstruction – Twin Peaks to Silverbell

Between March 11 through March 22, 2019, the contractor will begin milling (remove existing pavement) and paving operations along Coachline Boulevard south of Twin Peaks Road and at the intersection of Continental Reserve Loop (north end) at Silverbell Road. This work schedule is dependent on weather. Rain may delay the operation.

During the week of March 18 – 22, Continental Loop Reserve will be closed at its intersection with Silverbell Road/Coachline Boulevard. This will allow the contractor to complete the work during the Spring Break holiday, thereby reducing impact to the traveling public:

• North and southbound through traffic at Continental Reserve Loop will not be permitted
  All southbound turn movements from Silverbell Road to Continental Reserve Loop will be restricted
  East and westbound travel on Silverbell Road will be maintained
  Northbound turn movements from Silverbell Road to Coachline Boulevard will be maintained
  Access to businesses will be maintained
  North and southbound traffic will be shifted as work progresses
  One travel-lane in each direction will be maintained
  Access to side streets will be intermittently impacted as work crews and equipment move through the area       
  Turn movements from Coachline Boulevard to both Twin Peaks and Silverbell roads will be   maintained
  REMINDER – Vehicles parked on Coachline Boulevard will be towed at owners’ expense
  Inclement weather or mechanical failure may impact this operation

*The new pedestrian crossing at Rivulet Drive will re-open after the final paving and striping operation is completed.

The asphalt milling operation scheduled to begin this week, and the paving operation scheduled for the week of February 25 through March 1, along the two southbound lanes and one northbound (curb) lane of Coachline Boulevard between Silverbell Road and the recently repaired low water crossing area, has been postponed.

Postponement is due to inclement weather with additional forecasted rain through the week. The milling andpaving operations will be rescheduled for a later date. 

New details for the milling and paving operation will be provided prior to work beginning.

During the week of February 11, 2019, the contractor will begin work at the pedestrian crossing on Coachline Boulevard near Rivulet Drive and the Continental Ranch Community Association Center. 

 Work at the crossing is scheduled to take approximately one month to complete*. Motorists, pedestrians and bicyclists in the area should expect the following:

• Pedestrians and cyclists wishing to cross at this location will be directed to a temporary crossing location during this work.

• Rivulet Drive, at Coachline Boulevard, will have intermittent closures during this work.

• Coachline Boulevard will be reduced to one travel-lane in each direction. Traffic will be shifted as work progresses across the roadway.

• Left-turn movements will be permitted but will not be from a dedicated turn lane.

• Access to Continental Ranch Community Center will have intermittent restrictions while work is completed.

• Sidewalk and ADA access at the intersection of Coachline Boulevard and Rivulet Drive will be restricted during this work. Residents who typically use Rivulet Drive should utilize Maple Ridge Drive for access as often as possible while the pedestrian crossing operation is underway.

• REMINDER – Vehicles parked on Coachline Boulevard will be towed at owners’ expense.

*The new pedestrian crossing at Rivulet Drive will re-open after the final paving and striping operation is completed. Weather permitting, paving of this section of Coachline Boulevard is expected to be complete by mid-March 2019.

Traffic Update: Coachline Boulevard Reconstruction

Coachline Boulevard Reconstruction – from Twin Peaks Road south to Silverbell Road and from Twin Peaks Road north to Silverbell Road

The Town of Marana and their contractor, Sunland Asphalt Construction Inc., have begun work to replace curb, sidewalks, and repair drainage issues at the intersection of Silverbell Road and Coachline Boulevard/Continental Reserve Loop. Work is expected to be completed by mid-February 2019.

Motorists, pedestrians and bicyclist traveling through the area should plan for the following:

• Travel will be reduced to one-lane in each direction. This traffic control will remain in place through mid-February 2019.

• All turn movements will be permitted, however dedicated turn lanes may be restricted.

• Portions of sidewalks will be closed during removal, replacement and while the concrete cures.

• All business access will be maintained.

In preparation of the upcoming paving operation scheduled for late February, the contractor will begin milling (removing) the asphalt along Coachline Boulevard from Twin Peaks Road south to Silverbell Road.

• There will be temporary side street closures as equipment moves through the work area.

• All business access will be maintained.

• The milling operation is scheduled to begin in mid-February 2019.

Marana: Ina Road rebirth tops 2019 projects

The Town of Marana will be celebrating the completion of the Ina Road/Interstate 10 interchange this spring, along with a makeover of Ina Road itself.

Mo El-Ali, who serves as the director of Marana’s Public Works Department, highlighted some of the biggest improvements on the horizon in 2019. 

Topping the list for El-Ali is the series of improvements made along Ina Road, including the new bridge that spans the lanes of I-10, as well as the Union Pacific tracks next to the roadway. 

There’s also the bridge built by the consortium of the Arizona Department of Transportation, his department and the Regional Transit Authority. 

The Town of Marana budgeted $6.9 million to the Santa Cruz bridge development in the 2019 fiscal year, along with $4.3 million for the Ina Road re-pavement project that runs from Ulene Place and the Cañada del Oro Wash. 

For El-Ali, the Ina Road project, as well as the $307,000 re-pavement project along Avra Valley Road from Sanders Road to the town’s western limits and the $3.9 million sidewalk addition from Coachline Boulevard Twin Peaks Road are the most important efforts for residents. 

“Good roads are critical to Marana’s economy and it has a variety of infrastructure needs,” El-Ali said. “It’s going to be safe, and safe roads connect people to work, to schools, doctors’ offices, grocery stores, places that are vital to everyone’s well-being. So, they’re essential.”

El-Ali’s department is tasked with maintaining and improving the 520 lane miles of road in the Pima County town. 

The Town of Marana repaved 66 lane miles of road in 2018, according to El-Ali, comprising 13 percent of the town’s total roadway. 

Residents can expect further improvements, in the form of repaving and adding ADA-compliant ramps along Gladden Farms Road (2020) and a new four-way intersection with stop lights at Arizona Pavilion and the Walmart parking lot entrance.

Traffic Alert: W. Starry Night Lane

Construction on W. Starry Night Lane will begin Monday, November 5th, 2018 and continue for approximately one week.  Workers will be removing the existing pavement on Starry Night west of Sunflower in its entirety.  In addition, cement stabilization of the subgrade and regrading will occur prior to placing new asphalt.  Existing utilities will be adjusted to final grade once paving is completed.  Crews will typically be active Monday through Friday, from 7 a.m. to 4 p.m.

During the project, all traffic on Starry Night will be prohibited.  Parking is available on N. Sunflower Park Dr. and/or on Starry Night east of Sunflower.  Access for emergency vehicles and personnel shall always be available.   On trash day, please place your containers at the curb as you would normally do so.  Tucson Asphalt field personnel shall identify and move containers for pickup and return to your location once empty.

The Town of Marana pavement preservation will resume on Tuesday, July 17, 2018 through Friday, July 20, 2018 with crack fill on Continental Reserve Loop. This work will occur during daytime hours beginning at 7:00 a.m. through 5:00 p.m. Expect moving lane closures and lane shifts.

Traffic Update: Pavement Preservation - Sandario

The Town of Marana pavement preservation will continue Thursday, June 7, 2018 and Friday, June 8, 2018 on Sandario Road north to Marana Road. This work will occur during nighttime hours beginning at 8:00 p.m. until 5:00 a.m. Expect moving lane closures and lane shifts.

For your safety and that of the contractor’s personnel, please comply with traffic control devices, flagging personnel, and/or detour signs.

Travel time through the project area may increase during construction so please adjust your schedule accordingly. Construction may restrict traffic lanes and create congestion. Taking alternate routes is suggested.
