UPDATED MARCH 30, 2021

MARANA - In response to Governor Ducey issuing Executive Order 2021-6 New Phase of COVID-19 Mitigation: Business Guidelines Transition from Requirements to Recommendations, as well as the lifting of various restrictions and additional economic relief, the economic ramifications of the pandemic are eased as well, making the temporary expansion of restaurant seating and waiver of signage restrictions no longer necessary. Mayor Honea’s Amendment No. 7 to the Proclamation of Local Emergency is hereby rescinded, no longer allowing for the temporary expansion of restaurant seating areas for restaurants and reinstating all temporarily suspended sign regulations in the Town of Marana.

AMENDMENT #8

Updated March 22, 2021

MARANA - In response to President Joe Biden signing the American Rescue Plan Act, which provides additional relief to address the continued impact of COVID-19, and due to the continued lifting of various restrictions, Mayor Honea has issued an eighth amendment to the Local Emergency Proclamation authorizing staff to begin collecting fees that were temporarily waived per Section 3 of Amendment No. 4. The collection of these fees will resume as of May 1, 2021. All other emergency regulations proclaimed by Mayor Honea shall remain in full force and effect until the emergency declaration is withdrawn, or a subsequent proclamation is issued with amendments.

Amendment #7

Updated May 13, 2020

MARANA - In response to Governor Ducey’s latest executive order, “Stay Healthy, Return Smarter, Return Stronger”, which institutes a policy promoting physical distancing while encouraging social connectedness and allows businesses to gradually and safely open in compliance with federal guidelines, Mayor Ed Honea has issued a seventh amendment to the Local Emergency Proclamation to allow for the temporary expansion of restaurant seating areas for restaurants in the Town of Marana. All other provisions of the Local Emergency Proclamation not in conflict with this amendment will remain in force until the emergency declaration is withdrawn.

The full list of allowances can be viewed in the amendment and includes permissible outdoor expansion areas, use of parking lots and shade structures, and signage. Restaurants must work in compliance with Town building codes and permitting requirements and must acquire the necessary approval before using public spaces. The Town of Marana Development Services Department shall provide same-day review and evaluation for proposed temporary outdoor expansion at no cost to the applicant.

Amendment #6

Updated May 4, 2020

MARANA - In response to Governor Ducey’s Executive Order “Returning Stronger”, which authorizes the reopening of non-essential retailers effective May 8, Mayor Honea has issued a sixth amendment to the Local Emergency Proclamation authorizing staff to reopen Town of Marana buildings, service counters, and lobbies previously closed to the public. All other provisions of the Proclamation of Local Emergency not in conflict with this sixth amendment will remain in force until the emergency declaration is withdrawn or amended.

Effective at 8 A.M. on May 8, 2020, all Town of Marana buildings, service counters, and lobbies shall be opened to use and occupancy by members of the public. Members of the public shall, to the maximum extent possible, maintain physical distancing of at least six feet from another person, and are encouraged to wear face coverings consistent with guidance from the Centers for Disease Control and Prevention (CDC). Town staff is directed to post appropriate signage at Town buildings and facilities to inform and notify the public of physical distancing requirements, and citizens are encouraged to take all actions reasonable and appropriate to limit face-to-face interactions between staff and other members of the public, and to conduct business with the Town by telephone, email, online, or other electronic means to the maximum extent possible.

AMENDMENT #5

Updated April 2, 2020

MARANA - Mayor Honea has issued a fifth amendment to the Local Emergency Proclamation authorizing staff to close areas and amenities of Town parks, preserves, and trails if determined to be necessary to slow the spread of COVID-19. Closures may include, but are not limited to, ramadas, playgrounds, ball courts and fields, restrooms, and other facilities. In the event of closure, staff is directed to post appropriate signage, caution tape, or other appropriate notice alerting the public to the closure of the areas and amenities. Any closures shall continue until midnight on April 30, 2020, except that if Governor Ducey extends Executive Order 2020-18 “Stay Home, Stay Healthy, Stay Connected” beyond April 30, then the closure will automatically be extended to correspond to Governor Ducey’s order. Town parks, preserves, and trails themselves remain open for walking, hiking, running, and biking, etc. as long as safe physical distancing of six feet or more is maintained.

AMENDMENT #4

Updated March 31, 2020

MARANA - On March 30, Arizona Governor Ducey issued Executive Order 2020-18 “Stay Home, Stay Healthy, Stay Connected” ordering that until April 30, 2020, all citizens may only leave their place of residence for essential activities, to participate in or receive essential government functions, or to participate in or fulfill essential functions as defined by Executive Orders 2020-18 and 2020-12.

Additionally, on March 31, President Trump issued recommendations for citizens to stay home through the end of April with the updated “Coronavirus Guidelines for America: 30 Days to Slow the Spread.”

In response, Mayor Honea has issued Amendment No. 4 to the Proclamation of Local Emergency. This amendment rescinds the Mayor’s previous order closing restaurants, bars, gyms, and other similar gathering places, and instead directs citizens to adhere to Governor Ducey’s Executive Orders 2020-09 “Limiting the Operations of Certain Businesses to Slow the Spread of COVID-19” and 2020-18 “Stay Home, Stay Healthy, Stay Connected” with regard to the closure of these businesses and others.  This amendment also extends the previous order related to the closure of Town buildings, lobbies, and services counter to correspond to the Governor’s end date.  It also waives the assessment of certain late fees and penalty fees by the Town until further notice.

AMENDMENT #3

Updated March 25, 2020:

MARANA - Arizona Governor Ducey issued Executive Order 2020-12 on March 23, 2020 providing that the provision of “personal hygiene services with additional sanitization precautions as recommended for businesses by the Arizona Department of Health Services” is an essential function. The Town of Marana’s third amendment to the Emergency Declaration by Mayor Honea ensures that there is no conflict between the Town of Marana’s declaration and Governor Ducey’s Executive Order.

The Town encourages businesses that are providing personal hygiene services to schedule appointments to limit the number of clients in the waiting areas and urges all to consider social distancing.

AMENDMENT #2

UPDATED MARCH 21, 2020:

MARANA - To further protect the safety of the public and Town of Marana staff in response to the COVID-19 pandemic, Mayor Ed Honea has issued a second amendment to the Town of Marana Mayoral Proclamation of Emergency. Effective at 8:00 a.m. on March 23, 2020, until midnight on April 10, 2020, unless otherwise extended by proclamation, all Town of Marana buildings, service counters, and lobbies are hereby closed to use and occupancy by members of the public, except for the Marana Municipal Court and the Marana Police Department, which will remain open for public access, with limitations.

Town staff will provide services to Marana residents via telephone, email, online, and other electronic means, and appropriate signage will be posted at Town buildings to inform and notify the public of the closures.

These emergency regulations shall remain in full force and effect until such time as the emergency declared herein abates and is withdrawn, or a subsequent proclamation is issued with amendments.

UPDATED MARCH 19, 2020:

MARANA - To further protect the safety of our residents, businesses, faith-based groups and non-profit organizations, Mayor Ed Honea has issued an amendment to the Town of Marana Mayoral Proclamation of Emergency which will order all bars, gyms, and similar places of public gathering to close, and will prohibit all restaurants from being open for on-site consumption. The amendment also encourages the use of restaurant delivery service, curbside-service, or drive-through service, and to use other appropriate precautions so as to mitigate the potential transmission of COVID-19. This amendment serves to aggressively assist in flattening the curve of the spread of the COVID-19 virus, and keeping our hospitals from becoming overwhelmed.

What is still open?

  • Grocery stores, markets, convenience stores, and other similar businesses and establishments that offer food and/or beverage that is not for on-premises consumption.

  • Pharmacies and drug stores.

  • Food banks and food pantries.

  • Cafeterias, commissaries, and restaurants located within hospitals, health care facilities, nursing homes, shelters, group homes, places of worship, or similar facilities.

  • Cafeterias, commissaries, and restaurants located within or on the premises of institutions of higher learning.

  • Banks and financial institutions.

  • Other businesses and establishments not listed in Sections 1 and 2 of the amendment.

What is completely closed beginning March 19, 2020 at 8PM?

  • Bars, taverns, brew pubs, breweries, microbreweries, distilleries, wineries, tasting rooms, special licensees, clubs, and other similar establishments offering alcoholic beverages or spirituous liquor for consumption on premises.

  • Theaters, cinemas, bingo halls, museums, and indoor and outdoor performance venues and other similar facilities.

  • Gymnasiums, fitness or exercise facilities, recreation facilities, indoor sports facilities, yoga and barre studios, and other similar facilities.

  • Hair and beauty salons, nail salons, spas, massage establishments, and other similar facilities.

  • This does not prohibit a proprietor, employee, contractor, vendor, or supplier of a listed business from entering, using, or occupying their business in a professional capacity.

What is MODIFIED and still allowed beginning March 19, 2020 at 8 PM?

Restaurants, cafes, coffeehouses, and other similar public food service businesses and establishments in Marana are prohibited from serving food or beverages for consumption on the premises. Affected businesses and establishments are still permitted to, and encouraged to, rely on the use of delivery, curbside, and drive-through services, and to use other appropriate precautions in order to mitigate the potential transmission of COVID-19. The public is permitted on premises for the purpose of picking up food or beverage order, but they are prohibited from remaining on-site to consume their food and beverage.

How long will closures last?

Until midnight on March 31, 2020, unless otherwise extended by proclamation.

What else can you do to limit the spread of COVID-19?

Mayor Honea strongly urges the leaders of the Town’s houses of worship to limit gatherings on their premises and to observe social distancing practices. He encourages citizens to take reasonable and appropriate actions to limit face-to-face interactions between Town staff and members of the public. Citizens are encouraged to avoid coming to Town buildings, facilities, service counters, and lobbies, and to conduct business with the Town by telephone or other electronic means as much as possible. Mayor Honea further encourages citizens not to attend Town Council meetings or the meetings of other Town of Marana boards and committees in person.

A MESSAGE FROM MAYOR HONEA TO THE RESIDENTS AND BUSINESSES OF MARANA


TOWN OF MARANA DECLARES EMERGENCY IN RESPONSE TO COVID-19

ORIGINALLY PUBLISHED MARCH 17, 2020:

MARANA - Mayor Ed Honea has declared a Local Emergency in response to the COVID-19 pandemic. The proclamation intends to flatten the curve of the spread of the COVID-19 virus, keep our hospitals from becoming overwhelmed, and maximize available funding, as follows:

  • Public gathering places, such as bars, clubs, libraries, gyms, and other places where groups in excess of ten congregate, are asked to take measures to implement social distancing; and

  • All restaurants, food courts, cafes, coffeehouses, retail food facilities, and other similar businesses and establishments are asked to take measures to implement social distancing, and increase the use of delivery service, window service, drive-through service, or drive-up service, and to use precautions in doing so to mitigate the potential transmission of COVID‑19, including social distancing; and

  • Members of the public are urged to:

  • use social distancing and avoid groups of ten or more people; and

  • avoid contact with those with elevated risks associated with COVID-19; and

  • stay home and contact your medical provider if you or others in your household feel sick; and

  • stay home and away from other people if you are an older person or you have a serious underlying condition that can put you at increased risk, for example, a condition that impairs your lung or heart function or weakens your immune system; and

  • practice good personal hygiene, such as regularly washing your hands, avoid touching your face, sneezing into a tissue or the inside of your elbow, and frequently disinfecting.

“The safety and well-being of our entire community is of the utmost priority and concern for the Town of Marana,” said Mayor Ed Honea. “These will be challenging times for everyone, but if we work together to follow these recommended actions to reduce the spread of the virus, we can ensure a brighter future for everyone.”

 On Monday, March 16, the Town of Marana also announced modified work operations to reduce person-to-person contact for Town staff. Beginning today, March 17, Many Town employees will be working from home, and a reduced staff will be present at the Marana Municipal Complex and other Town facilities.
